Leveraging Managed Care Protocols and Clinical Analytics to Understand and Manage the Cost of the Uninsured

Lupe Rivero is the Senior Vice President and Chief Partnership Officer at Community Care Plan, an NCQA-accredited health plan owned by South Florida safety-net hospitals. With more than 35 years of experience in managed care, she brings extensive expertise in health plan operations, business development, provider network strategy, and government program management. Throughout her career, Ms. Rivero has led development and implementation of new lines of business, negotiated complex provider and vendor contracts, and built large-scale provider networks supporting Medicaid, commercial, and uninsured populations. She serves as a key liaison with state agencies, legislators, and industry stakeholders on regulatory, contracting, and program expansion initiatives.

Prior to joining Community Care Plan, Ms. Rivero held senior leadership roles at national managed behavioral health organizations, including Magellan Behavioral Health and Horizon Behavioral Services, where she oversaw operations, network development, accreditation readiness, and provider recruitment. She is recognized for leadership and collaboration across organizations.

Quinn Glenzinski is a seasoned managed care executive with over twenty years of experience in health plan operations, managed care and provider network operations with a focus on government programs and LTSS/HCBS services. He has a strong track record in launching new lines of business, strategy development and system optimization. Recognized as a strategic thinker and team builder with excellent leadership and coaching skills. Quinn is a United States Army veteran with over 13 years of combined service on active duty and U.S. Army Reserve.
