Teresita Oaks, MPH
Teresita Oaks, MPH, is a senior public health leader with more than 20 years of experience advancing community and population health at the national, state, and county levels. She has led award winning community health initiatives, directed the Dallas County Community Health Needs Assessment, and driven the use of health equity metrics to reduce disparities in mortality and morbidity. Teresita is known for integrating advanced analytics, artificial intelligence, and data driven technologies with community based participatory approaches to identify neighborhood level needs and translate insights into targeted, evidence based interventions. Her work strengthens cross sector collaboration, informs public health strategy and policy, and leverages technology to improve outcomes across diverse communities.

Lance Rather is the Senior Director of Product and Strategic Partnerships at PCCI. At PCCI he leverages his extensive expertise in technology and data analytics to develop and refine health-related products. Lance plays a crucial role in the creation and enhancement of tools like the Community Vulnerability Compass (CVC), focusing on making complex data accessible and actionable for healthcare providers and policymakers.
